Once the Sub Contract
Valuation Plan items have been estimated and reviewed, the user can set the
status of the Valuation Plan to reviewed.
The system validates whether the total of the Discrete Value column equals
to the Adjusted Contract Value.
The system validates whether the total of the Retention Released column
equals to the total of the Retention column.
The status of the Sub Contract Valuation Plan is updated as reviewed.
