Use the Create New CO menu option to create a new CO. You can create a new CO in Change Orders, or you can create a new CO from one or more CRs.
If you are to create a new CO from one or more CRs, the CRs must exist in Change Requests, and none of them can be connected to an existing CO.
A new CO is created.
