When defining a salary review period, a unique name, the period, and the validity must be specified.
Further to this a tolerance level is recorded against the salary review period. The tolerance level is used
during the salary review process.
When a salary setting manager performs the review if he/she is exceeding the proposed budget the tolerance level is
used to specify how much a manager can exceed such a budget.
