Use this function to manually set a new start value to an employees balance. The entered value is the opening
balance for the chosen date.
You are not allowed to change an existing row, only enter new rows. If several rows exist the one with the most
current registration time will be used. Obsolete option may be used to set the not relevant rows to
obsolete.
