MEL OPS Restriction Management
MEL OPS Restriction Management is the Aviation Maintenance business process used to assess open faults against
MEL/CDL (and other approved deferral references), evaluate cumulative operational restrictions, obtain Maintenance
Operations Control (MOC) approval or rejection, notify Dispatch when required, define monitor and follow-on tasks,
and record the fault deferral in ICAM.
Purpose
Use MEL OPS Restriction Management to defer faults under controlled operational restrictions so the aircraft can
continue operating safely while deferred-fault monitoring and follow-on requirements remain visible on the
maintenance due list.
Scope in the process model
Process 7.51 MEL OPS Restriction Management includes the following sub-processes:
- 7.51.1 Review Faults - review open faults that may require deferral under MEL/OPS
restrictions.
- 7.51.5 Review TLI's MEL/CDL - review deferral requests against MEL/CDL and related
deferral references.
- 7.51.6 Identify Cumulative Restrictions - review decision-support information for cumulative
/ combined operational restrictions.
- 7.51.7 Notify Dispatch - notify Dispatch of the operational restriction and receive the
dispatch response.
- 7.51.8 Approval to Defer Fault - approve or reject the deferral reference authorization
request.
- 7.51.9 Define Monitor Tasks (as required) - define monitor, sub-tasks, and follow-on tasks
for the deferred fault.
- 7.51.10 Record Deferral - verify the system updated the fault status and deferral
details.
Key concepts
- Deferral references are typically MEL/CDL entries used to justify deferring a fault.
- Decision support includes operational restrictions, other open/pending deferrals, capabilities,
conflicting/associated references, and follow-on inspections.
- Pending Reference Approvals is the primary MOC queue for approve/reject of deferral
references.
- Open Fault, Phone Up Deferral, and Deferral Reference
support technician and MOC deferral paths in ICAM.
- If Dispatch cannot accept the restriction, MOC may select an alternate reference, keep the fault open for
repair, or escalate (for example to AOG handling).
