SalBoolean DataRecordCheckNew( SalSqlHandle hSql )
The DataRecordCheckNew method performs server validation of new records.

The return value is true if server validation is successful, false otherwise.
DataRecordCheckNew is called by the DataSourceCheck method during the save process.
